India Energy Stack (IES)

IES

India Energy Stack (IES) is a national initiative of the Ministry of Power, Government of India, aimed at enabling the future of India’s energy sector through open, interoperable digital platforms and data-driven innovation. The initiative is being guided by Shri Nandan Nilekani as Chief Mentor. REC Limited has been designated as the Nodal Agency for implementation, with FSR Global as the Knowledge Partner.

 

Working definition of IES  

India Energy Stack (IES) is a digital public infrastructure to identify and connect stakeholders and assets, thereby facilitating open data exchange in the power system through uniform specifications and standards, unlocking transparent, reliable, inclusive, efficient, and affordable access to energy.  

Scope of IES  

IES is

IES is NOT

  • A set of protocols/specifications that makes interoperability between grid entities/stakeholders uniform, reliable, and trustworthy. Essentially, IES defines how entities (DISCOM-Apps; DISCOM-GENCO; DISCOM-Transco; Genco-Transco; EV charger- Charger booking apps; consumer-producer etc.) interact with one another 
  • A set of services (API definitions and calls) plus a taxonomy/architecture (how components are identified, organised and relate to each other, i.e., how the specified services are used together). 
  • A centralised database/data lake. 
  • A centralised service that pulls or receives data from various entities. 
  • A message bus that carries data between entities. 
  • A software product. 
  • Dependent on a strict hierarchy. It does not presume a hierarchical structure of the energy sector to function.
  • A set of specifications and standards whose sole purpose is to integrate internal systems of any stakeholder/entity/utility. 

Parallel example from banking sector- The Core Banking protocol does not define how banks maintain their internal operations but defines how bank IT system must return an account number when queried using a defined API.

 IES will be rolled out through three key initiatives: 

  • IES Architecture [Document]: Will define the data architecture of the IES ecosystem, which will include protocols and specifications to enable procedural calls and data exchange between entities/stakeholders to support applications at scale.  
  • IES Adoption Strategy [Document]: Will identify a set of initiatives to encourage adoption by various entities/stakeholders, including risk identification and mitigation, considering entities/stakeholders’ distance from the frontier 
  • IES Accelerator [Proof of Concept]: Will implement a regulatory sandbox for developers to test with entities/stakeholders for select use cases. As part of this sandbox, IES Accelerator would also develop (or get developed) some applications as use cases. Eg- BHIM app to implement the UPI architecture

First Task Force Meeting on 24.11.2025

Task Force on India Energy Stack held under the chairpersonship of Sh. R S Sharma on 24.11.2025 in New Delhi. The IES Taskforce functions as the guiding body for the development of the India Energy Stack. The meeting focused mainly on two core foundational elements:

• The IES Strategy Document version 0.1

• The IES Architecture Document version 0.1

 

Second Task Force Meeting on 19.12.2025

Second Task force on the India Energy Stack held under the chairpersonship of Sh. R S Sharma on 19.12.2025 in New Delhi. The IES Taskforce functions as the guiding body for the development of the India Energy Stack. Taskforce has, for the first time, identified a concrete pilot use case, asking to select DISCOMs to implement inter-state peer-to-peer (P2P) power trading using defined application programming interfaces (APIs) and technical specifications, The meeting focused mainly on two core foundational elements:
