India Energy Stack Pilot on Policy as Code

REC Limited invites eligible Technology Solution Providers and innovators to participate in an India Energy Stack pilot focused on regulatory data exchange and tools built on publicly disclosed regulatory datasets, including Regulatory GPT-style applications. Participation in this pilot is voluntary.

About India Energy Stack:

India Energy Stack is a digital public infrastructure initiative of the Ministry of Power, with REC Limited as the nodal agency and FSR Global as Knowledge Partner.

IES establishes uniform specifications and standards to identify and connect stakeholders and assets, enabling secure, interoperable, and auditable data exchange across the power sector. Its objective is to reduce integration friction, improve regulatory traceability, and create a reusable digital backbone for sector-wide coordination.

Pilot Objective:

This pilot will validate an end-to-end workflow to translate regulatory or utility policies into versioned, machine-executable policy packs and apply them consistently across participating systems.

Policies in scope may include tariffs, rebates, subsidies, eligibility rules, program rules, and related operational logic used in billing, customer programs, settlement, and reporting.

The reference flow will include policy digitisation, packaging into versioned policy packs, validation against defined schemas and test cases, controlled publication, audit logging, and deterministic execution or verification within the IES sandbox.

Scope of Participation:

Participants may propose one or more of the following solution areas:

  • Policy Pack Authoring and Tooling: Workflows to translate policy text into structured policy logic and generate versioned policy packs aligned to IES specifications, can include any of human-led or AI-assisted or hybrid approaches.
  • Validation and Conformance: Schema and completeness checks, rule consistency checks, test harnesses, golden test cases, regression testing, and auditable trace logs to verify policy packs and execution outputs.
  • Execution and Integration: Connectors and adapters to integrate policy packs into pilot partner systems such as billing, CIS, portals, or tariff engines, and demonstrate consistent application across systems.
  • Auditability and Explainability: Controls for traceability from policy pack to applied outcome, including versioning, change logs, decision traces, and user-facing explainability for regulators, utilities, and consumers where relevant.

Pilot Format:

This is a sandbox-driven implementation sprint. The pilot will run for approximately four weeks from onboarding, with structured technical check-ins and a final demonstration in the last week of March 2026.

The focus is on practical prototypes, measurable demonstrations, and stakeholder-tested workflows.

What IES Will Provide?

Selected participants will receive:

  • Defined specifications and reference schemas for Policy as Code and policy pack structure
  • Sandbox environment with API access
  • Sample policy artifacts and reference examples designated for pilot use
  • Conformance and evaluation checklist
  • Access to GitHub repositories and technical guidance

Why Participate?

  • Demonstrate interoperability and conformance against IES specifications in a multi-stakeholder setting
  • Showcase methods for policy digitisation, deterministic execution, and reduction of disputes through consistent policy application
  • Position solutions for future deployment opportunities as IES adoption scales, subject to applicable processes

Who Should Apply?

Teams with demonstrated capability in one or more of the following:

  • Power-sector enterprise systems and integrations (billing, CIS, ERP, portals, tariff engines)
  • Rule modeling, policy digitisation workflows, and test harness design
  • Developer tooling for packaging, validation, and auditability
  • Sandbox-driven delivery and system integration with utilities and regulators

Selection Considerations (Indicative):

  • Demonstrated ability to deliver stable, scalable prototypes within defined timelines
  • Approach to trust, auditability, and deterministic execution, including traceability from policy pack to output
  • Experience working with power-sector policies, regulatory reporting, or utility implementations
  • Clear technical architecture, delivery plan, and integration approach with pilot partners

Timeline:

  • EOI Submission Deadline: 25 February 2026, 6:00 PM IST
  • Onboarding of Selected Participants: 28 February 2026
  • Prototype Development and Demo: Last week of March 2026
