India Energy Stack Pilot on Regulatory Data Exchange and Regulatory Analytics
REC Limited invites eligible Technology Solution Providers and innovators to participate in an India Energy Stack pilot focused on regulatory data exchange and tools built on publicly disclosed regulatory datasets, including Regulatory GPT-style applications. Participation in this pilot is voluntary.
About India Energy Stack
India Energy Stack is a digital public infrastructure initiative of the Ministry of Power, with REC Limited as the nodal agency and FSR Global as Knowledge Partner.
IES establishes uniform specifications and standards to identify and connect stakeholders and assets, enabling secure, interoperable, and auditable data exchange across the power sector. Its objective is to reduce integration friction, improve regulatory traceability, and create a reusable digital backbone for sector-wide coordination.
Pilot Objective
The pilot will demonstrate end-to-end regulatory data exchange using IES specifications and sandbox infrastructure.
The reference flow will include dataset packaging, schema validation, provenance and versioning, controlled publication, access logging, and reuse through APIs and applications within the IES sandbox.
Scope of Participation
Participants may propose one or more of the following solution areas:
- Validation and Conformance Tooling: Schema and completeness checks, rule-based validation, provenance and versioning, and auditable trace logs aligned to IES specifications.
- Regulator or Public Interfaces: Search, compare, and visualise disclosed datasets through dashboards and dataset discovery portals.
- Regulatory Analytics and Regulatory GPT-style Tools: Retrieval and source-linked summaries over disclosed data, benchmarking, scenarios, forecasting, and evaluation, with strong traceability, citations, reproducibility, and misuse safeguards.
- Integration Adapters: Connectors to onboard pilot partners and demonstrate end-to-end exchange in the sandbox using IES specifications.
Pilot Format
This is a sandbox-driven implementation sprint. The pilot will run for approximately four weeks from onboarding, with structured technical check-ins and a final demonstration in the last week of March 2026.
The focus is on practical prototypes, measurable demonstrations, and stakeholder-tested workflows.

Selected participants will receive:
- Defined schemas and reference specifications for regulatory data exchange
- Sandbox environment with API access
- Sample datasets designated for pilot use
- Conformance and evaluation checklist
- Access to GitHub repositories and technical guidance

Who Should Apply
Teams with demonstrated capability in one or more of the following:
- Data validation and data quality engineering
- Regulatory data portals, visualisation systems, and search platforms
- Applied AI and LLM systems over structured datasets with guardrails and evaluation frameworks
- Power-sector regulatory reporting systems and integration with utilities
- API design, interoperability standards, and digital public infrastructure implementation
Selection Considerations (Indicative)
- Demonstrated ability to deliver stable, scalable prototypes within defined timelines
- Approach to auditability, traceability, and responsible data use
- Accuracy controls and safeguards in AI-based systems, including source-linked outputs and prevention of non-public data exposure
- Experience working with power-sector or regulatory datasets
- Clear technical architecture and implementation plan

- EOI Submission Deadline: 25 February 2026, 6:00 PM IST
- Onboarding of Selected Participants: 28 February 2026
- Prototype Development and Demo: Last week of March 2026
